LBA's Operating Structure

LBA is completely organized and operated by volunteers, and LBA is extremely grateful for all of them. 

Our volunteers have a diverse set of backgrounds. Some have a legacy in Loudoun that goes back generations, while others have only been in Loudoun a short time. Our volunteers have a wide range of skills and professions, including analytics, GIS and mapping, project management, IT and corporate governance, finance, education, wireless network design, fiber network design, enterprise networks and systems design.

Without each of these unique and engaging people, LBA would not be able to move its mission forward.

The Board and Executive Team

Kevin Noll is a resident near Lincoln in rural Loudoun County, Virginia.

In the mid-1990s Mr. Noll partnered with other private citizens to bring local-dial Internet access to rural central Pennsylvania. In the late 1990s he extended the success of that venture by partnering with a local cable operator to deliver high-speed Internet over cable.

Since then, Mr. Noll has designed, deployed and operated Internet access networks in rural, suburban, and urban communities around the world using wireless, copper-based and fiber-based technologies.

Mr. Noll is passionate about enabling broadband internet access in rural communities. As a founder and the president of Loudoun Broadband Alliance, he has engaged his passion and expertise to promote rural broadband Internet access in Loudoun County. Kevin also serves as a commissioner on the Loudoun County Communications Commission.

Seb Cantone is a resident of rural Loudoun County, Virginia.

Since moving to rural Loudoun in the late 2000s, Mr. Cantone has been an advocate for improved broadband service to western parts of the county.  Mr. Cantone has been actively communicating with Towns, County, State and Federal government representatives on overcoming the challenges of broadband deployment in rural Loudoun County.  

In the mid-2010s Mr. Cantone co-formed True Broadband for Western Loudoun, a social media group on Facebook which has evolved into an online forum for open communication on all things broadband.

Mr. Cantone brings his background skills in project management, business management, and consulting Loudoun Broadband Alliance.  His commitment and dedication bring to LBA a continuing drive to helping residents and businesses of Loudoun County receive improved broadband service for today and tomorrow.

Jenna Alexander is a resident of rural Loudoun County, Virginia.

Since the early-2010’s Ms. Alexander has been an outspoken advocate for rural Loudoun’s small schools and ensuring schools and families have the resources needed for a high-quality education. Ms. Alexander believes that expanding the accessibility and affordability of broadband will enable students to be prepared for the jobs of tomorrow, improve access to telehealth services and increase economic opportunity for our rural businesses.

Jenna Alexander currently serves as the President Elect of Virginia PTA and has previously served as Virginia PTA’s Vice President of Advocacy, the Director of Virginia PTA’s Hunt District which supports PTAs across Loudoun and as the PTA President and Treasurer of her children’s elementary school here in rural Loudoun. 

Ms. Alexander brings background skills in project management and strategy development and has extensive experience energizing, leading and training volunteers at the local, county and state level to advance legislative priorities at all levels of government.

Patrick is a geographer and telecommunications specialist with 20+ years of military and civilian experience, specializing in GIS, computer programming and the electromagnetic spectrum. He and his wife live on a small working farm in Taylorstown, Virginia.

Robin Klombers is a resident of the rural part of Middleburg, in Loudoun County, Virginia.  

Robin has a degree in both Education and Finance and has been responsible for budgets and P&L statements throughout her career.  Robin’s interest in helping the Loudoun Broadband Alliance stems from her knowledge of so many who are impacted by the lack of broadband services throughout the county, especially when it comes to access to education.  

Robin also currently owns a farm that has no high-speed Internet offerings, despite all efforts to find a solution by her wireless engineer partner who has designed, built, and managed wireless networks globally, including transportation systems, stadiums, and cities. 

Initiative and Work Area Leaders

Todd is a 20+ year resident of the greater Hillsboro area. He is applying his career experience in Internet networking with an eye to improve the broadband situation both for his family and for the rest of the county.

Patrick is a geographer and telecommunications specialist with 20+ years of military and civilian experience, specializing in GIS, computer programming and the electromagnetic spectrum. He and his wife live on a small working farm in Taylorstown, Virginia.

Liz grew up in Round Hill and now lives on the farm her family has owned for over 200 years.  She has over 25 years of IT/analytics experience and is working with others to use data to paint a more complete picture of the broadband situation in Loudoun County.

Advisors

Kevin Bourg joined Corning Optical Communications in 2014 serving as Optical Network Architect within Corning’s Market Development Organization.  Kevin works together with network operators in the deployment of FTTx Networks throughout the world. Kevin is a former board member and chairman of the Fiber Broadband Association, an industry organization focused on the advocacy, education and resources of companies in the advancement of fiber networks. Kevin has over 25 years of industry experience in system engineering, software development and sales in the telecommunication industry. Prior to working for Corning, Kevin worked for Aurora Networks, A Pace Company, Wave7 Optics, World Access and Nortel Networks.

Jay Rolls is an Advisor to the telecoms industry and was CTO of Charter from 2011 to 2019 in charge of Engineering & Architecture across the wireline business. Jay worked previously at Cox, Pacific Broadband, Excite@Home, and BBN (now part of Lumen). Mr. Rolls received a B.S. E.E. from the University of Virginia in 1983 and a M.S. in Systems Mgt from the University of Southern California in 1988.

Maura Walsh-Copeland is a business management consultant with over thirty-five years’ experience in telecommunication management and consulting, non-profit management, estate administration, and litigation support. 

Maura received her MBA in Finance, International Business and Marketing from New York University Stern School of Business.  Prior to moving to Loudoun County Maura worked in telecom management consulting for Deloitte Consulting, MCI/Worldcom, GTE and Contel.  

Maura moved to Loudoun over 20 years ago and has expanded to other consulting areas, non-profit positions, and county appointments.  Maura is an appointed member of the Loudoun County Zoning Ordinance Committee and Rural Economic Development Council Ad-hoc Advisory Boards, and Chair of the Loudoun County Conservation & Preservation Coalition Zoning Committee.  She is also a Board member of the Hillsboro Preservation Foundation, the Loudoun Estate Planning Council, and Vice President of the Meadows of Purcellville Homeowners Association.

Maura is currently living on the 250+ year old Copeland Homestead Farm in Hillsboro and retains an interest in her telecom roots to support LBA’s efforts to improve broadband service for all in Loudoun.
